Lead Service Line (LSL) Replacement Program


At this time, all allocated financial assistance for 2026 voluntary lead service line replacements has been committed. We are no longer accepting new applications for 2026.

 

Customers who are interested in participating in a future program year are encouraged to join our notification list to be informed when and if 2027 funding becomes available.

The Sheboygan Water Utility has developed a program to aid customers in the replacement of their private lead or galvanized water service lines. The new program offers partial grants and no interest loansGrants are subject to availability of WDNR funding. If grants are temporarily unavailable, the Utility will provide updates on a timely basis.

Grants 

Grants may be available from funds the City of Sheboygan obtained through the State of Wisconsin’s Safe Drinking Water Loan Program.  Available grants will range from 0% to 100% based on census tract data determined by the WDNR. No Interest Loans Options 

Customers who replace their lead or galvanized service line can apply for a no interest loan to cover the costs not covered by grant. The loan may be paid over 36- or 72-months. The loans are available to all customer classes. Loans must be paid in full at the time the property changes ownership. Subject to available funding. 

Personal Funding 

Customers can always utilize personal funds to replace their private galvanized or lead water service line outside of Water Utility programs.  Costs typically range from $5,000 - $12,000 depending on circumstances.  

Lead Service Line Replacement Requirement 

City ordinance 26-1006 requires the replacement of all lead and galvanized service lines. Lead and galvanized service lines cannot be repaired or modified and must be replaced in their entirety. Disrupted lead or galvanized service lines must be taken out of service and replaced. Service lines with water test results above the EPA action limit of 15 ppb for lead in drinking water must also be taken out of service and replaced.
