WATER SERVICE REPLACEMENT

Sheboygan Water Utility Project Number 17014-6
OWNER: The Sheboygan Water Utility, acting through its Commission, hereby gives notice that sealed Bids will be received for Water Service Replacement project in the City of Sheboygan, Wisconsin. The installation consists of approximately 600 lineal feet of lead and galvanized iron water services, 18 meter setting rebuilds and 18 electrical grounding installations in Sheboygan, Wisconsin. Substantial completion for this work is May 15, 2019.
TIME AND PLACE OF BID OPENING: Sealed Bids will be received from pre-qualified bidders until 11:00 A.M., Local Time, on Monday, February 11, 2019 in the office of the Water Utility, 72 Park Avenue, Sheboygan, Wisconsin, at which time and location, the Bids will be publicly opened and read aloud.

BIDDER’S PROOF OF RESPONSIBILITY: All Bidders shall be required to file or have on file with the Sheboygan Water Utility, a completed Bidder’s Proof of Responsibility form, with receipt not less than two (2) days prior to the time of opening these Bids. Only Bidders who have demonstrated their qualifications to perform the work will be permitted to bid. Forms are included with the Bidding Documents. The Sheboygan Water Utility encourages Minority-and Women-Business Enterprises (MBE/WBE) and other Disadvantaged Business Enterprises (DBE) to submit bids for this project.
LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 62.15, 66.293, and 779.15 of the Wisconsin Statutes and to any Federal regulations that may be applicable. The Utility’s Lead Water Service Lateral Replacement Program makes use of Federal funds and therefore contractors, plumbers and electricians shall adhere to Use of the American Iron & Steel requirements for the portion of the lead water service lateral from the curb stop to the meter, the meter setting rebuild and electrical grounding.
WAGE RATES: Contractors shall comply with the Davis-Bacon Act for the entire North Avenue Water Service Replacement Project. Davis Bacon requires the use of prevailing wage rates as established by the U.S. Department of Labor. All water service replacement work, including the meter setting rebuild and electrical grounding work shall comply with Use American Iron & Steel requirements, and Davis-Bacon Requirments.
BID SECURITY: Bid Security in the amount of not less than 5% nor more than 10% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.
CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond, each in an amount equal to the Contract Price, at the time of delivery of the executed Agreement to OWNER.
BID REJECTION/ACCEPTANCE: OWNER reserves the right to reject any and all Bids, waive informalities in bidding or to accept the Bid or Bids, which best serve the interests of OWNER.
BID WITHDRAWAL: No Bid shall be withdrawn for a period of 35 days after the opening of the Bids without the consent of OWNER.
